EU leaders seek to share responsibility for migration in Malta

EPA/Lino Arrigo Azzopardi European and African leaders are in the Maltese capital Valletta to discuss how they can better cooperate on migration. Attendees will discuss ideas about how to deal with the devastating consequences of people trying to enter Europe by unauthorised channels. European leaders have agreed to provide African partners with resources to manage migration. But this, like so many other measures to be discussed at this summit, seems a lot like one side trying to persuade another to take a problem away. Cooperation on this issue is by no means new, but the events unfolding on European shores over the past year show just how limited the results of this co-operation have been. As more and more people die trying to cross the Mediterranean from places such as Libya and Turkey to Italy or Greece, pressure has grown to come up with a solution that gets to the roots of the current situation. At this summit, European leaders are seeking to emphasise the importance of “shared responsibility” in managing and preventing migration. The EU’s “global approach” to migration is under the spotlight. ON THE TABLE IN MALTA The European Commission is launching a €1.8bn emergency trust fund for Africa at Valletta, to help address migration at source. This pools resources from the EU development fund and European member states. It can be used in regions of the Sahel and Lake Chad, Northern Africa, and the Horn of Africa to tackle the “root causes” of migration, such as economic and social instability. But while this may appear a generous deal, the fund creates a donor-type relationship with Africa that privileges European concerns to prevent migration. This runs the risk of reinforcing inequality by stopping people from escaping conflict, poverty and instability to start a new life in Europe. The EU has agreed to resettle more than 20,000 refugees from outside the EU at the request of UN, and to relocate 160,000 people who have already arrived and are in need of protection. Yet an emphasis on border security and regional development mechanisms nevertheless suggests that “shared responsibility” in the area of protection is orientated toward preventing vulnerable migrants from reaching the EU. Images of migrants are projected onto the walls of the conference centre. Reuters/Darrin Zammit Lupi Discussions about legal migration channels to date have mainly focused on plugging the labour market gaps that benefit the EU. This includes highly skilled migration, intra-corporate transfers, temporary seasonal migration, as well as migration for research and studying. What is described as a “shared responsibility” is heavily skewed towards meeting EU requirements. Cooperating on “return and readmission” is presented as an important complement to an open migration policy and as necessary for the credibility of an EU that facilitates international protection and legal migration. But return only works in one direction – from the EU to Africa. The “global approach” being touted in Malta does not exactly involve “shared responsibility”. The whole discussion on managing migration – from investing in development to bolstering security and expanding humanitarian efforts – is geared towards preventing unauthorised entry into the EU. Even talk of protecting the most vulnerable reflects a desire to keep them out. From The Aegean Sea To Berlin's Pools: The Story Of 2 Syrian Swimmers

BERLIN (AP) — Sarah and Ysra Mardini pull bathing caps over their long, black hair and slide into the water, disappearing among the throng of swimmers with powerful, practiced strokes. Two months ago the sisters were swimming for their lives, after jumping off an inflatable boat that began taking on water carrying refugees to Greece. Now they are ploughing down the length of a pool built for the 1936 Olympics in Berlin that has become a home away from home for two young women, who were once among Syria's brightest swimming stars. "Everything was good," said 20-year-old Sarah. "That was before the war." After the conflict began, the Mardini family moved around to avoid the fighting and tried to ensure their daughters could keep on swimming. Ysra, now 17, even represented Syria at the short-course world championships in Turkey in 2012. But as the war intensified fellow swimmers drifted away. "We were 40 or 50 swimmers, and now we are maybe 10 or 7 swimmers in Syria," said Sarah. "We want to have a future. I want to be in college, I want to be an international swimmer and my sister too. But if we stay there we will not reach that because the situation is not OK in Syria."  The Mardini sisters eventually left Damascus in early August, joining a fresh wave of Syrians who had given up hope of seeing the conflict end soon. The sisters traveled to Lebanon, then Turkey, where they paid smugglers to take them to Greece. Turkish coastguards drove their boat back on the first attempt. The second time they boarded a small inflatable dinghy at dusk. Within a half hour it was taking on water, hopelessly overloaded with people, most of whom couldn't swim. As evening winds churned up the Aegean Sea, all bags were thrown overboard to give the small boat a chance to stay afloat. When that wasn't enough, Ysra, Sarah and three others who were also strong swimmers jumped into the water in order to give the boat more buoyancy. "I was not afraid of dying, because if anything happened I could swim to arrive at the island. But the problem was that I had 20 persons with me," said Sarah. "In Syria I worked in a swimming pool to watch people not drowning, so if I let anyone drown or die I would not forgive myself." For three hours they clung onto ropes hanging from the side until it reached shore on the Greek island of Lesbos. In the weeks-long overland trek that followed, strangers gave them clothes, while others stole from them. Friends were arrested at borders and expensive tickets proved worthless, as authorities refused to let trains full of refugees cross borders. Eventually, the sisters made it to Austria and then Germany. Shortly after arriving in Berlin a local charity put them in touch with the Wasserfreunde Spandau 04, a swimming club based near their refugee shelter. The club has embraced its newest recruits, putting them straight into a daily training routine. Sven Spannekrebs, their coach, says the sisters are making amazing progress, though he is realistic about their prospects as athletes. "They can swim at the highest level for the Arab world, but there's a difference to Europe because of the training conditions," he said. Ysra, who specializes in butterfly stroke, is aiming high. "Maybe when I learn German I will start school. I want to be a pilot," she said. "And with my swimming I want to reach the Olympics." Her older sister, meanwhile, is battling bureaucracy to bring the rest of the family to Germany. In the pool, she prefers long-distance swimming. "It seems to me that I have balanced my life," said Sarah. Former Child Refugee Wants To Help Solve Europe's Migrant Crisis

Gulwali Passarlay was just 12 years old when he and his brother left Afghanistan's Nangahar province in 2006 to escape the Taliban.  The Taliban targeted him and his brother for recruitment. Fearful her sons might end up with the militant group, Passarlay’s mother sent them out of the country. What followed was a dangerous and traumatizing journey through the Middle East and Europe.  Passarlay was alone for much of the journey. Shortly after leaving Afghanistan, he and his brother were separated in Peshawar, Pakistan. Over the course of his year-long trip, Passarlay traveled by foot, car and boat across ten countries to reach the United Kingdom, he told The WorldPost, risking death and enduring prison multiple times along the way.  He eventually reached Britain, but went through five years of asylum processing. "The system of asylum that I had to go through was just so many inquiries, so many talks and petition filings," Passarlay said. "I actually came to the point with the whole Home Office and asylum claim procedures that I wanted to take my own life, that's how bad things were."  Now a third-year politics student at the University of Manchester, in the U.K., Passarlay authored _The Lightless Sky_, a book documenting his journey. Refugee Agency. That figure is roughly the same number of people who entered Europe by sea in the whole of 2014. Europe has struggled to respond to the crisis, and EU nations have failed to achieve a comprehensive agreement on how to manage the surge in arrivals, spurring contentious international debate. "With the current refugee crisis, we're not looking at any solutions, we're not showing any solidarity," Passarlay said. "It's all talk about costs, politics and policies, and it's about protecting borders rather than protecting people, and it's more on a political level rather than dealing with a human face." "I've been actually losing hope in humanity recently," he added. While Passarlay believes that the British government and many other European states have been ineffective and disappointing in providing solutions in the refugee crisis, he hopes that grassroots activism and popular action can change policy. "Politicians will make decisions based on people's demands and people's voices," he said. "So the more people we have on the street, the more people arriving there in peace, the more people engaging with the issue and trying to understand it, that is what will get changed." In September, Passarlay led a march in London welcoming refugees into the country and urging the U.K. government to take in more refugees than the 20,000 it pledged to resettle over a five-year period. Human rights and migration groups, as well as some politicians in the nation, have criticized Britain for its meager response to the refugee crisis. As of September, only 216 Syrian refugees had qualified for the government’s official relocation plan. In addition to calling for more action from the government, Passarlay has been engaged in volunteering to help refugees and migrants on the ground. He and members of Afghan Youth Movement UK have twice taken food, clothes and medicine to Afghan refugees living in the "Jungle," a sprawling makeshift refugee camp at the port of Calais, France. "There are huge convoys, movements of people going to Calais, going to Greece, going to the border of Hungary, taking food, supplies, medicine," he said. "Just normal people literally doing charity work and saying, 'Well, if the government is not doing it, let's do something about it.'" This outpouring of support from ordinary people towards refugees gave the otherwise pessimistic Passarlay the sense that something can be done to shift fortunes in the refugee crisis. "It was good to see the solidarity of people from across Europe, coming together to try to do something," he said. Report: Germany spied on FBI, US companies, French minister

BERLIN (AP) — German public radio station rbb-Inforadio reported Wednesday that the country's foreign intelligence agency spied on the FBI and U.S. arms companies, adding to a growing list of targets among friendly nations the agency allegedly eavesdropped on. The station claimed that Germany's BND also spied on the International Criminal Court in The Hague, the World Health Organization, French Foreign Minister Laurent Fabius and even a German diplomat who headed an EU observer mission to Georgia from 2008 to 2011. It provided no source for its report, but the respected German weekly Der Spiegel also reported at the weekend that the BND targeted phone numbers and email addresses of officials in the United States, Britain, France, Switzerland, Greece, the Vatican and other European countries, as well as at international aid groups such as the Red Cross. The claims are particularly sensitive in Germany because the government reacted with anger two years ago to reports that the U.S. eavesdropped on German targets, including Chancellor Angela Merkel, who declared at the time that "spying among friends, that's just wrong." German lawmakers have broadened a probe into the U.S. National Security Agency's activities in the country to include the work of the BND. Government spokeswoman Christiane Wirtz declined to confirm the reports. "The facts behind these various press reports will be comprehensively investigated and of course the chancellery is involved in this investigation," she told reporters in Berlin. By Marja Novak LJUBLJANA/VELIKI OBREZ, Slovenia (Reuters) - Slovenia began erecting a razor wire fence along parts of its border with Croatia on Wednesday, saying it wanted better control over a tide of migrants flowing through the tiny country en route to other areas of Europe. The continent is grappling with its biggest influx of migrants - more than one million are expected this year - since World War Two and is deeply split over how best to respond. Around 180,000 people, many fleeing war in Syria and Afghanistan, have streamed into Slovenia since mid-October after trekking northwards along a Balkan corridor from Greece, most of them bound ultimately for Austria and then Germany.
